Your country did not get paid to insure your package, japan post did, and even if the receiving end fucked up, japan post is the insurer and amiami should deal with it.
Mandarake likely would - and I've actually gone through this with them but the package had not been shipped back without a label. Took like 3 months (EMS). If if was SAL you may have a year wait.
6000 yen refund beats a 15k yen full loss.
And to be perfectly damn clear, USPS said they cannot and will not do anything even if it is their fault. The sending company is your insurer. You'll get some calls from USPS after investigation is started, thats it. Mandarake made me wait months before filing claim, then I got a refund on my card another month later.
If YOU did not REJECT the package and the 'local' postal service screwed up, that is still the responsibility of the insurer. Wtf is the point of insurance if it has no value?
EDIT: dislmaimer - I am not implying you will get a refund, just that you will almost certainly not get one from Canada Post. Better start praying that amiami will contact japan post but everything I've read about them implies that they won't. Mandarake is a much better company.

In response to the question as in first post, the MFC user wanted to know if amiami is justified to charge a reshipping fee of their parcel which was returned back from canada post to japan and to amiami.

To which you replied "They should absolutely be filing with japan post, your country is not the insurer and neither are you." Without even understanding the question.
Now, to this question the matter of filing insurance with japan post should not even exist in your reply. I simply pointed this out as "That is only for damaged parcel, not for parcel in good condition returned back to the seller." The other information I gave only as extra should you not be aware of it and asked you to not misguided the user into filing a claim of sort.

Returns
All sales are final and returns are not accepted.

However, there are some cases in which local postal services may return your parcel to us because of it being unclaimed, failure to pay import fees, etc. If that happens, we will contact you to arrange reshipment.
